I am going for a Operational Management with an emphasis on Human Resources Management degree. I am not sure what it means by emphasis. I just really want a HR degree but this is what's being offered to me. Is it better to have a degree with a emphasis in something or just have a HR degree?

An emphasis is what you are focusing on within your major. So you will have an operational management degree, but the focus and education will be primarily within HR.

As someone already perfectly explained, and emphasis is when you focus on a particular subject. This degree is obviously related to HR although I would prefer to read for a degree in HRM or HRM + Development. Moreover if you're from the UK I would suggest following the degrees offered by CIPD, alternatively if you're not a UK citizen you can opt to follow such degrees by distance learning.
